B. Purpose

  1. To provide for line extensions to single phase permanent residences, permanent commercial and multi-phase permanent commercial services located within the service area of Mor-Gran-Sou's distribution facilities at the following rate.
    1. Single-phase permanent residence extension - $350 for a transformer and meter socket installed on existing power line, then $5 per foot of measured ground footage of Overhead (OH) or Underground (URD) power line extension. Any changes that would result in OH to URD or URD to OH the price will change to $7 per foot for total footage. For incorporated city lots that have city water and sewer installed, an electric power line extension will be constructed free if the lot has an existing power line within a reasonable distance as pre-determined by the Cooperative.
    2. Multi-phase permanent line extension - $1,000 for a transformer and meter socket installed on existing power line, then $10 per foot of measured ground footage of OH or URD power line extension. Any changes that would result in OH to URD or URD to OH the price would change to $16 per foot for total footage. For incorporated city lots that have city water and sewer installed, an electric power line extension would be constructed free if the lot has an existing three-phase power line within a reasonable distance as pre-determined by the Cooperative.
    3. Cold Weather Charges – Mor-Gran-Sou will assess an additional contribution in aid of construction charge of $2 per line foot to help offset increased cost for late season cold weather work.  Depending on frost and weather conditions, this charge will be made on a case-by-case basis for line extension requested and built after November 1 and prior to April 1.
    4. The cost of the line extensions for large commercial and light industrial may vary depending on size and type of load. Cooperative Management will do this evaluation.
  2. An electric service agreement and/or contribution in aid of construction may be necessary for any line extension as required by the Cooperative. If the line extension is constructed for more than one service, the line extension may be equally averaged.
  3. Services which are not permanent residences or commercial offices, or are for a non-residential service subject to occasional use, either single-phase or three-phase such as pasture wells, billboards, garages, grain dryers, irrigation, storage sheds, seasonal cabins, or any other as determined by the Cooperative may be required to do one of the following, install an Alternate Energy Source, pay actual construction costs in the form of a Contribution in Aid of Construction and/or make a five (5) year prepayment of the minimum charge for service.
  4. The Alternate Energy Source will be at the sole discretion of the Cooperative in lieu of installing new or replacing existing power line to minimum use accounts. The Cooperative will determine minimum use accounts. The member will be responsible for all costs associated with the installation, operation and maintenance of the Alternate Energy Source and/or replacing existing plant as determined by the Cooperative.
  5. Mor-Gran-Sou will offer low interest loans to members who purchase an Alternate Energy Source System with the following terms and conditions:
    1. MGS will finance up to 75% of the purchase price and installation at an 8% simple interest rate annually.
    2. Maximum loan amount $10,000.
    3. $4,000 loans or greater shall not exceed 10 years.
    4. Less than $4,000 shall not exceed 5 years
    5. Member shall have a good credit rating.
    6. Minimum contract payment will be $25.
    7. Loan will be paid in equal monthly payments.
    8. Loans over $5,000 will be secured.
    9. Any system purchased through the Cooperative will be charged a 25% handling fee.
    10. Member is free to purchase the system from any distributor.
  6. The Cooperative will prepare an estimate for extending its lines upon the request of the member or prospective member. Actual costs associated with return trips for estimating purposes or changes in the line extension that are requested by the member or prospective member, shall be billed the member or prospective member.
  7. Construction will not commence until all easements, necessary payments and all other documents are secured and in order by the Cooperative and the member and/or prospective member.
  8. The Cooperative will construct either underground (URD) or overhead (OH) line extension at our most economical and practical cost.
  9. All easement and permit costs associated with the line extension will be the responsibility of the member and/or prospective member.
